The Southern Sandoval County Arroyo Flood Control Authority's (SSCAFCA) primary mission is to provide protection up to the 100-year storm for the public health, safety and welfare of residents and properties within its boundaries. This mission statement and the desire to integrate a sustainable building with existing site features was the source of inspiration for the design of this new facility; it serves as a community model for conservation and sustainability.

The 2.768 acre site has a natural ridge running north-south with a drainage arroyo to either side. The building is located atop the ridge, suggesting authority while minimizing disruption of natural drainage systems. The drainage systems also manifest in the building form through the circulation axes, which mimics the organic flow of an arroyo.

Energy Efficiency
Passive solar design, south face overhangs, minimum windows on the north and west sides. Both blown and rigid insulation, vestibule airlocks, Energy Star white membrane roof, and HVAC system economizers increase energy efficiency throughout the building.

Water Efficiency & Conservation
Water catchments & reuse system with 75% of the roof water harvested into 4,800 gallon cistern. GravelPave used in the parking lot, allowing rainfall to percolate back into the ground.

Indoor Air Quality
Non-toxic paints, finishes, casework, and flooring, with materials such as bamboo, cork, linoleum and recycled carpet.
